18- Determining of the free circulation status based on inventory register records which hold the commercial documents and records which determine the commodity is in free circulation, and the accounting records of the commodity save for the provision of Legislation for Encouraging Exportation and Investments and the provisions of Return to Country of Origin of Importation Regime in cases where A.TR Movement Certificate issuance is in question for the commodity, which has been wanted to be exported, after it has been imported and used in compliance with the Customs Law No. 4458 and foreign trade legislation, but the incentive documents related to the importation of this commodity are not available due to the fact that 5-year document keeping duration, which is included in the Article 13 of the Customs Law, has expired
